You basically had two classes of cars in the early eighties, non-turbo and turbo. The turbo cars were phased out because they were just too fast. Then the naturally aspirated cars started to catch up. However, after the tradgic deaths of Ayrton Senna and Roland Ratzenberger in the very same racing weekend, they started to tone down the NA cars too though they tried to focus more on non-engine factors (tire changes, chicane changes, runoffs, etc). For a sport at the forefront of technology, it's a shame safety and such isn't advanced far enough that we can run cars "all out".
